All articles must be submitted via our submission site at IEEE Author Portal.

Initial (new) submissions may have up to 14 pages. Resubmissions of reject-and-resubmit manuscripts may have up to 16 pages. Survey/review paper submissions may have up to 20 pages. This policy is not applicable to any reject-and-resubmit manuscripts whose initial (new) manuscripts were submitted prior to this effective date.
For the survey/review paper, the authors need to provide a justification in its cover letter about their methods to choose which papers they cite in their papers. Not every peer-reviewed journal and conference have an equal weight. Some are more influential and important than the others in terms of quality. In this regard, it is not reasonable to include a blanket inclusion of all related works published between a certain period of time (years).
