GERHARD BAUCH 

Biography:  I received the Dipl.-Ing. and Dr.-Ing. degree in Electrical Engineering from Munich University of Technology (TUM) in 1995 and 2001, respectively, and the Diplom-Volkswirt (master in economics) degree from FernUniversitaet Hagen in 2001. In 1996, I was with the German Aerospace Center (DLR), Oberpfaffenhofen, Germany. From 1996-2001 I was member of scientific staff at Munich University of Technology (TUM). In 1998 and 1999 I was also visiting researcher at AT&T Labs Research, Florham Park, NJ, USA. In 2002 I joined DOCOMO Euro-Labs, Munich, Germany, where I have been managing the Advanced Radio Transmission Group. In 2007 I was additionally appointed Research Fellow of DOCOMO Euro-Labs. From 2003-2008 I was an adjunct professor at Munich University of Technology. In 2007 I was a visiting professor teaching courses at the University of Udine in Italy and at the Alpen-Adria-University Klagenfurt in Austria. I was a full professor at the Universität der Bundeswehr Munich from 2009-2012. Since October 2012 I am the head of the Institute of Communications at Hamburg University of Technology.

Qualifications

I have volunteered in a number of IEEE activities and committees as pointed out above. Therefore, I believe that this is a good basis to bring forward society activities.

Major Accomplishments

As member of the German Information Technology Society (ITG in VDE) and IEEE German Society Chapter Chair, I have contributed to establish the IEEE co-sponsored International Conference on Systems, Communications and Coding (SCC) as a small but high quality conference in Europe which is appreciated and attended by world class researchers from all over the world. As one of the first employees of DOCOMO Euro-Labs, I have contributed to the scientific set-up and establishment of the lab. I tried to contribute to a fair, substantial, and timely review process as editor and area editor of the IEEE Transactions on Vehicular Technology and the IEEE Transactions on Communications. As member and chair of the VTS fellow evaluation committee, I tried to support our society members being elevated to fellow. Moreover, I contributed to the establishment of a fellow nomination mentoring program in VTS. AS VTS VP Mobile Radio, I am working towards establishing important upcoming technology as part of the VTS field of expertise. As VTS Executive President and President, I try to further grow the society and it’s activities and services to VTS members.

Statement: In my previous terms as member of the VTS board of governors, I contributed in committees such as the fellow evaluation committee, the awards committee and the distinguished lecturers evaluation committee as well as in the positions of VP Mobile Radio, Executive VP and President. I am trying to help strengthening VTS as a key society for wireless technology and to incorporate important upcoming technologies in the VTS fields of interest, e.g. by supporting and initiating new technical committees and by supporting networking among technical committees.

The above mentioned aspects would also be targets for my future service to VTS. Moreover, I believe that worthwhile targets are preserving and strengthening a high technical and scientific standard of our conferences and publications as well as support of more regional VTS activities possibly in cooperation with regional organizations.

DANIEL BENEVIDES DA COSTA

Biography: Prof. Daniel B. da Costa received the B.Sc. degree in Telecommunications from the Military Institute of Engineering (IME), Rio de Janeiro, Brazil, in 2003, and the M.Sc. and Ph.D. degrees in Electrical Engineering, Area: Telecommunications, from the University of Campinas, SP, Brazil, in 2006 and 2008, respectively. His Ph.D thesis was awarded the Best Ph.D. Thesis in Electrical Engineering by the Brazilian Ministry of Education (CAPES) at the 2009 CAPES Thesis Contest. He is currently Distinguished University Professor at the Department of Electrical Engineering, King Fahd University of Petroleum & Minerals (KFUPM), Saudi Arabia. He is a Distinguished Speaker of the IEEE Vehicular Technology Society and Editor in Chief of the IEEE Communications Letters. He was Associate Editor of IEEE TVT from 2012 to 2023, Latin America Chapter Coordinator of VTS from 2017 to 2022, Vice-Chair of the VTS Propagation Committee from 2023 to 2025, TPC Chair of IEEE VTC2021-Spring and VTC2022-Spring and Track Chair of several VTC editions.

Qualifications

I am a highly accomplished academic professional. I have been involved in several IEEE activities during the last years, and I believe that the acquired experience enables me to apply for this prestigious position in VTS. My past roles in VTS show how committed I am to the activities I am involved in. For instance, I have learnt a lot as Associate Editor of IEEE TVT since 2012, position in which I was awarded several times in recognition to the excellent service. I have also been Track Chair in previous IEEE VTCs editions and Technical Program Chair of IEEE VTC2021/2022-Spring, and the email exchanges and interactions with authors, track chairs, and members of the organizing committee enriched considerably my body of knowledge. I also led the creation of two VTS Chapters in South America. In 2019, Brazilian VTS Chapter was awarded the Chapter of the Year. I was Vice-Chair of the VTS Propagation Committee from 2023 to 2025, and I am Editor-in-Chief of the IEEE Communications Letters since July 1st, 2023. However, I understand that I have much more to contribute, and this is the reason I am applying for the BoG of VTS. I think that my candidacy can serve as a bridge for expanding the VTS activities throughout Latin America and Middle East, in addition to keeping the geographical diversity among the BoG members. I am highly motivated and will be fully committed to the new role (if elected).

Major Accomplishments 
  • Certificate of Appreciation of Top Associate Editor for outstanding contributions to IEEE Transactions on Vehicular Technology in 2013, 2015, and 2016.

  • As the Latin-American Chapter Coordinator of the VTS, I was responsible for the creation of the Brazilian VTS Chapter and Colombia VTS Chapter in South America. In 2019, the recently created Brazilian VTS Chapter was awarded as the Chapter of the Year.

  • Top 1% Scientists in the World – broad field of Electronics and Electrical Engineering (source: Research.com).

Statement: If elected to be part of the Board of Governors of VTS, I intend to work hard with all members to consolidate VTS as one of the world’s most relevant societies for vehicular technologies and communications. I’ll make hard efforts to increase the VTS internationalization, particularly towards developing countries, such as Brazil, and towards the Middle East region, where I am currently living. I also plan to discuss and develop new ways to attract and involve new members in the society.

ALVIN CHIN

Biography: Dr. Alvin Chin is currently Research Scientist at Discovery Partners Institute, University of Illinois System where his research is on responsible AI and mobile social networking. Previously, he worked for RXO as a Principal Data Scientist, and for BMW as Innovation Engineer for BMW Manufacturing in Greenville, South Carolina; AI and Emerging Technology Researcher at BMW Technology Office USA in Mountain View, California; and Senior Machine Learning Researcher at BMW Technology Corporation in Chicago, Illinois. During his work at BMW, he worked on causal machine learning; neuromorphic and quantum computing; big data and machine learning for improving driving behavior and enabling intelligent driving; and applying AI to improve vehicle diagnostics, manufacturing and BMW’s internal processes. Dr. Chin has authored more than 30 publications and 10 patents, including pending. He received a PhD in Computer Science from the University of Toronto, MASc in Computer Engineering from the University of Waterloo and BASc from the University of Waterloo. He has previously worked for Nokia Research Center, Nokia and Microsoft in Beijing, China. Dr. Chin is active in the community in data science and machine learning meetups, as member of various program committees of academic conferences, and has given more than 50 talks to universities, meetups and conferences.

Qualifications

What makes me an ideal candidate for this position is that I have been active in the IEEE Vehicular Technology Society Chicago Chapter for 7 years as Chair where I organize chapter meetings with speakers in the vehicular technology industry. I have also been active in the IEEE Vehicular Technology Conference since 2017, serving in various conference leadership roles as Panelist in 2017, Program Committee member in 2018 Spring conference, Industry Sessions Co-Chair and Industry Panel Chair for Connected and Autonomous Driving in 2018 Fall conference, Industry Sessions Co-chair and Keynote Chair for Connected and Autonomous Driving in 2019 Fall conference, and Publicity Co-chair in 2020 Fall conference. For the past 4 years, I have been appointed as Chair of the IEEE VTS Industry Engagement Committee to help promote industry to participate in the IEEE Vehicular Technology Conference and IEEE Vehicular Technology Society. As shown from above, I have been Chair of other IEEE conference committees besides VTC. I also have leadership experience in board committees such as The Mid-America Club and The Metropolitan Club (a private business and social club) and my own condominium board association. I was the Chair of the IEEE Chicago Section (2023-2024), and I am currently the Chair of the IEEE Computer Society Chicago Chapter and Secretary of the IEEE Connected and Autonomous Vehicles Standards Committee. My passion for engaging the Chicago community in IEEE Chicago from the IEEE Chicago 125th Anniversary Event as Publicity Chair in 2019, led to me becoming Chair for the IEEE Chicago 126th Anniversary Event held in 2020 and Chair for the IEEE Chicago 129th Anniversary held in 2023. Therefore, all these leadership positions described above show my dedicated leadership qualities, which I believe will serve me well as a Member of the VTS Board of Governors.

Major Accomplishments

One major contribution that I brought to the IEEE Vehicular Technology Conference 2018-Fall in Chicago, is that I advocated for a Panel on Connected and Autonomous Vehicles to show the topics that needed to be addressed in this area, which was not addressed in previous conferences. I took charge of this Panel and I convinced my company, BMW, to be a sponsor of the conference. I saw there were few automotive companies in this conference since the conference was more of an academic nature. I also was a member of the conference committee and contributed my thoughts on how to attract more industry professionals to attend this conference, which included providing a discounted one-day pass to industry professionals. Second, I was looking to join the IEEE Vehicular Technology Society Chicago Chapter, but discovered that this chapter had dissolved due to a lack of leadership. I volunteered to become the Chair of this chapter. The chapter was revived 6 years ago and has been successful with at least 4 meetings per year, along with being able to get successful funding from the IEEE VTS Chapters Chair. Third, while I was working for Nokia Research Center, I contributed to creating a new team and research area for Mobile Social Networking. I suggested this research area by writing a technical report and proposal which was read by the Director of the Nokia Research Center lab in Beijing. The Director decided to create the Mobile Social Networking Team and made me the Project Lead for a mobile social networking project which became Nokia Find & Connect, an application used for conferences and meetings for connecting with people. This contributed to Nokia with the publication of 1 patent and 10 research papers.

Statement: If I am selected for this position, I would like to have a plan to involve more professionals from the automotive industry, vehicular technology and transportation industries to join the IEEE Vehicular Technology Society. This would be achieved by providing industry professionals a discounted IEEE VTS membership and have them be involved in IEEE VTS standards activities as well as involvement in the IEEE VTS conferences. As well, companies in the industry would have the opportunity at a conference discount, to be a sponsor or have a booth showcasing their products as well as being able to provide recruiting activities to the many students who are looking for career opportunities during these conferences. I would also propose having a separate industry track in the IEEE VTC conferences to allow industry researchers and industry professionals to submit papers in this area. Often, they would not submit before because the tracks were more of an academic and theoretical nature. I want to dramatically expand industry engagement in VTS. I have the experience and commitment to achieve this goal.

J.R. CRUZ

Biography: J. R. Cruz received the B.S. degree in electrical engineering from the University of Porto, Portugal, and the M.S. and Ph.D. degrees from the University of Houston, Texas. He has held positions with Computer Sciences Corporation at the NASA Johnson Space Center and Motorola before joining the University of Oklahoma, where he holds the Tilley Chair in Electrical Engineering and is the Director of the School of Electrical and Computer Engineering. He is an IEEE Life Fellow, a Fellow of the Radio Club of America, a former Editor-in-Chief of the IEEE Transactions on Vehicular Technology, and the recipient of the Outstanding Service Award from the IEEE Vehicular Technology Society, the IEEE Third Millennium Medal, and the IEEE Stuart Meyer Memorial Award. Prof. Cruz is a former Chairman of the Research Council of the University of Oklahoma and a Past President of the IEEE Vehicular Technology Society.

Major Accomplishments

My three major accomplishments within VTS are: 1. Lead the Society as its President (2001-2002) through some of the most challenging financial, economic, and political events of recent times; 2. Responsible as the Editor-in-Chief of the Transactions (1995-2000) for making it a leading journal in the worldwide wireless revolution; 3. Successfully managing all the Society’s conferences as its Vice-President Conferences (2011-2025), particularly during the Covid-19 period with all its unprecedented challenges.

Statement: If elected, I will focus my energy and skills on helping the Society manage the unprecedented geopolitical and financial challenges that face VTS. My goal is to ensure that our global membership continues to have abundant opportunities to participate in our conferences, contribute to our prestigious journals, and collaborate effectively within our sections and chapters around the world.

ABBAS JAMALIPOUR

Biography: Abbas Jamalipour has been with the University of Sydney, Australia since 1998, where holds the position of Professor of Ubiquitous Mobile Networking and leads the Wireless Networking Research Laboratory. He has earned his PhD in Electrical Engineering from Nagoya University, Japan in 1996. He is a Fellow of the IEEE (Class 2007), the Institute of Electrical, Information, and Communication Engineers (IEICE, Class 2010) and the Institution of Engineers Australia (Class 2004), and the International Artificial Intelligence Industry Alliance (AIIA). He has authored nine technical books, eleven book chapters, over 650 technical papers, and five patents, all in the field of wireless and mobile communications. He is the recipient of several prestigious IEEE awards as well as 15 Best Paper Awards such as IEEE Harold Sobol Award, IEEE Distinguished Contribution to Satellite Communications Award, IEEE Best Tutorial Paper Award, and IEEE Distinguished Contribution to Communications Switching and Routing Award. He has had several adjunct positions and close collaborations with universities and industries around the world with special emphasis in the Asia-Pacific and North America Regions.

He was one of the first researchers to disseminate fundamental concepts of the next generation mobile networks, broadband convergence networks and heterogeneous networks; some of which have been gradually patented and deployed by industry and included in the ITU-T standards. He has held multiple editorial leaderships and technical editor positions including EiC of IEEE Trans. Vehicular Technology and IEEE Wireless Communications. He has been a Chair, Co-chair, or TPC Member at more than 250 international conferences.

Qualifications

During my 35 years of being a volunteer for IEEE and over 20 years for VTS, I have gained experience in VTS members’ needs, in relation to publications, conferences, education, and industry involvements. VTS has made great professional achievements in the past decades, with great potential to increase its membership further in all regions. As an active member in Region 10, I will be able to help with VTS’s long-term strategies to extend its borders within the fastest-growing region and establish strategic collaborations with the universities and industries. Vehicular Technology Society has major interests in wireless and mobile communications, and we see large portion of technical papers in VTS sponsored journals and conferences in those areas. My mobile communications expertise and well-known face in the region and the world in mobile communications in general and in vehicular networks will be imperative to the progress of the VTS and to the VTS BoG in its long-term strategic planning and administration. My research background will also be important to key VTS area of Connected and Autonomous Vehicular Systems.

I attained irreplaceable experiences from my volunteer work in IEEE and its societies and as a long-term member of the VTS, I want to continue my contributions to the VTS BoG and devote further to the future of my home Society and its members. My experiences as a VTS BoG member since 2014 and a society member for over 20 years, as an editor and Editor-in-Chief, as a conference chair, and so on, can be utilized for the good of the VTS in different sections of its activities. I can continue bringing new ideas and initiatives for new VTS conferences, journals and other services that would bring new members from academia and industry to the VTS.

Major Accomplishments

I have spent my entire post-doctoral career in academia, currently serving as the Chair Professor of Ubiquitous Mobile Networking at the University of Sydney since 1998. Over the years, I have supervised 90 graduate research students at the University of Sydney and contributed to the development of several educational curricula. My research, with an h-index of 65, has made a significant impact in the field of wireless and mobile communications. I have also served as an assessor for major research funding bodies, including ARC Australia, the European Research Council, NSERC Canada, NSF, ESF, and several agencies in the Asia-Pacific. Additionally, I’ve been a consultant for several telecommunications companies worldwide.

As a BoG member of IEEE VTS, I contributed to the fellow evaluation committee (Chair 2017-2019), publications committee, and mobile radio committee and led the editorship of the VTS Mobile World 2016-19. As the Chair of fellow evaluation committee and chair of long-range planning committee of the VTS, and in the position of Executive Vice President of the VTS, I have put significant efforts in improving the position and influence of the VTS among IEEE societies. During 2020-21 I was the President of the VTS, and I could enhance the VTS membership services and finances, the Society’s position within the IEEE Technical Activities Board, and establish joint membership with ITSS. Since Jan 2022, I have been the Editor-in-Chief of IEEE Trans. on Vehicular Technology, during which I could reduce papers review time, establish CAVS technical area, and be responsive to our authors. Currently I am also the VTS Treasurer and assist with the financial matters of Society. I was also the Vice-President Conferences, IEEE Communications Society 2012-13. In that position, I was responsible for around 35 portfolio conferences, and during my term I created two new major conferences among other achievements.

 

Statement: Over the past three decades, I have actively contributed to IEEE publications as an Editor-in-Chief, Editor, Reviewer, and Author. I have also served IEEE conferences in various roles, including General Chair, Technical Program Chair, Track Chair, TPC member, Reviewer, and Author. Through attending numerous IEEE meetings and engaging with members across all levels, I’ve gained a deep understanding of how IEEE and its Societies and Councils operate and what members value most.

Members consistently seek clear communication, fair and timely peer review, high-quality publications and conferences, strong industry engagement, financial transparency, and overall value for their time and investment.

If elected to the VTS Board of Governors, I will:
 

  • Strengthen review process and publication policies to ensure positive and fair experience for all VTS members.

  • Actively listen to members’ feedback and represent their interests in governance.

  • Promote dedicated publication opportunities for industry authors and balanced editorial representation from academia and industry.

  • Encourage and support the involvement of early-career researchers in VTS editorial and conference activities.

  • Advocate for increased funding opportunities to support student and early-career researcher participation, and from developing countries.

With your support, I aim to foster a more inclusive, responsive, and high-impact Vehicular Technology Society for all members.

YOUSEF KIMIAGAR

Biography: Yousef Kimiagar is an accomplished executive with over 35 years of international experience at senior technical and managerial positions. He is globally recognized as a leader in developing standards for advanced train control systems. As a VP at Hatch, he is the global discipline lead for Advanced Technologies in Rail Systems. Highlights of his contribution to the industry include research and development of advanced train control systems in compliance with IEEE, IEC and CENELEC standards. Additional contributions include his roles as Board Member of IEEE Standard Association, Senior Member IEEE, Fellow and Board Member of the IRSE, Chair of the Standards Committees and Chair of the Global Technical Conferences.
 

Yousef is a registered Professional Engineer in Canada and graduated from University of Waterloo with a Master’s degree in Management Sciences MMSc., a B.Sc. degree in Electrical Engineering from IUST and an Executive Certificate in Artificial Intelligence Implications for Business Strategy from MIT.

The Vehicular Technology Society covers a broad spectrum of our transportation industry. I have gained valuable experience through decades of working in the industry managing large projects, developing state of the art products as well as developing the related standards. I am currently serving as the Vice President Land Transportation bringing together the practical, entrepreneurial and academia knowledge together at VTS.

Qualifications

In this capacity as the Board Member, I will capitalize on my credentials and continue on these fronts helping our industry prioritize areas of focus. Of outmost important tasks, it is balancing the engagement of the industry practitioners, academia, regulators and standards developers.
 

Another important area that needs more attention is the emerging technologies that are sweeping all industries. Bringing my knowledge and credential from MIT, I will emphasize looking deeper in AI and the subcategories that have surged in recent years. While there has been good progress made by some societies, but we need a more coordinated and coherent approach to avoid duplications and possibly contradictions.

ALON NEWTON

Biography: Experienced Electrical Engineer with 30 years’ experience in RF/Microwave, Consumer Electronics, Electro-optics, and Computer Engineering field. I was born, raised, educated, and started my professional career in Israel. After years in defense electronics, I made a shift to consumer electronics and moved to Hong Kong. I eventually migrated to Canada and worked for a few international and US employers and startup companies for over 15 years. In 2011 I moved to Seattle, WA and have been working for Microsoft, Pivotal Commware & Ossia. I volunteered with various organizations over the years: Scouts movement, Israeli Alpine Club and for the last 16 years with the IEEE. I took part in STEM activities and other volunteering opportunities through work. I served in the army (IDF) and is registered as a P.Eng in the province of BC, Canada since 1999. ISO9000 auditor Six Sigma Green Belt. I used to climb, hike, ski, and dive.

Qualifications

Coming from industry, I have a lot of experience working for large & small organizations. My journey also includes working in different countries, different languages & cultures. I am registered as a Professional Engineer in Israel and as P.Eng in Canada. I was a member of other organizations over the years such as OSA & SCTE but since I changed jobs, I did not renew those memberships. I was an ISO auditor, and a Six Sigma Green Belt certified through my former workplaces.

Major Accomplishments
  • Expended the IEEE Vancouver Joint Communications Chapter to include Broadcast Technologies, Intelligent Transportation Systems, Information Theory & Society and Photonics (formerly LEOS). It already included the Communications Society and Vehicular Technology Society.

  • Established the IEEE Consultants Network in Vancouver (2011) – This affinity group did not exist, and I managed to create interest, hold meetings, and recruit a successor as a Chair for the following years.

  • Won best VT-S Chapter 2009 in Vancouver (As the Joint Chapter Chair)

  • Won best Worldwide Section in 2010 in Vancouver (As the Vancouver Section Secretary)

  • Participated in the centennial committee which chose the Logo, Slogan and the IEEE monument. 

  • Expended the IEEE Seattle Joint Communications Chapter to include VTS, Broadcast Technologies, Intelligent Transportation Systems & Information Theory. 

  • Organized VTS Chapter Chairs training for Regions 1-7 & Region10 in 2023 & 2024

Statement: If selected, I believe I can represent the interest of VTS within the IEEE through my volunteering with MGA. Just within Region 6 where I currently reside & volunteer there are quite a few automotive related industries. Volunteering as Chapters Committee Chair for the last few years & being a regional Chapters Coordinator for many years, I learned a lot about VTS governance, and I would like to take an active part in it in the years to come.

NEELI R. PRASAD

Biography: Dr. Neeli R. Prasad is a global authority in vehicular technologies, cybersecurity, AI, and digital privacy, with over two decades of leadership across academia, industry, and startups. She is CEO & Co-Founder of SmartAvatar B.V. (Netherlands) and CTO & Co-Founder of TrustedMobi (USA), championing secure and human-centric mobility ecosystems. She previously served as a Professor at Aarhus University (Denmark) and founded the “Living Lab” at Aalborg University, a pioneering testbed for IoT-driven smart systems. Her work has shaped automotive cybersecurity standards, advised multinationals such as Cisco and Huawei, and impacted governmental policy on digital infrastructure globally.

A committed IEEE leader since 1991, Dr. Prasad currently serves as VTS Vice President, Membership Development; Chair, Volunteer Engagement; and a BoG member. She has led diverse IEEE initiatives fostering global outreach, diversity, and industry-academic collaboration. She has chaired or co-chaired over 40 global IEEE conferences, including IEEE GLOBECOM and WPMC. With 200+ publications, several books, and extensive EU and US project leadership, she continues to drive ethical innovation. Her vision fuses inclusivity, sustainability, and real-world impact to ensure VTS remains a beacon of technical excellence and social relevance.

    Having worked in startups, Multinationals, and academia, I understand the challenges and opportunities at the intersection of research, commercialization, and policy. My experience managing multi-stakeholder projects—from EU-funded initiatives to automotive cybersecurity frameworks—has honed my ability to align diverse priorities, secure funding, and deliver impactful outcomes.

  • IEEE Institutional Knowledge & Community Building
    As an IEEE volunteer since 1991, I have spearheaded initiatives that strengthen global engagement. For instance, in my role with COMSOC’s Global Industry Marketing and Patronage (GIMS), I cultivated partnerships with industry (speakers, panelists, etc.). My focus on fostering diverse, equitable, and inclusive environments has driven initiatives to engage early-career professionals, women, and global stakeholders.

    I have a proven track record in organizing large-scale, interdisciplinary events. As Executive Chair of IEEE GLOBECOM 2015 and Organizing Chair of the European Commission’s Future Internet Week (2012), I bridged academia, industry, and startups to create platforms for knowledge exchange and innovation.     As Executive Chair of IEEE GLOBECOM 2015 and Organizing Chair of the European Commission’s Future Internet Week (2012), I united diverse technical, industry, and academic committees to deliver high-impact events. By aligning competing priorities and fostering teamwork, we achieved record attendance, sponsorship, and cross-sector participation. Eg., brought together 2000+ (70+ countries) in Globecom 2015 and in Future Internet Week 600+ global stakeholders, including startups, policymakers, and multinationals, to shape EU digital agendas. My leadership ensured seamless execution, balancing rigorous technical programs with industry-driven innovation showcases, setting a benchmark for interdisciplinary collaboration.

  • Global Project Management & Cross-Continental Coordination
    As coordinator of EU and industry-funded projects (e.g., FP7, Horizon 2020), I managed multi-partner consortia across 15+ countries in Europe, the U.S., and Asia. These initiatives required harmonizing academic research, corporate R&D, and entrepreneurial ventures under tight deadlines. One project focused on IoT involved 32 partners, resulting in book chapters, 50+ publications, etc. My ability to bridge cultural, disciplinary, and geographical divides ensured milestones were met, securing €14M+ in follow-on funding and advancing technologies now deployed in wellness, smart cities and connected vehicles.

  • Membership Growth & Inclusive Engagement Strategies
    As VTS VP Membership and ComSoc GIMS, I focused on initiatives to expand global participation and prioritize social inclusion. For ComSoc, redesigned keynote guidelines and patronage plans for flagship conferences (ICC, GLOBECOM). For VTS, I am working on mentorship programs and regional outreach campaigns, working together with Local chapters, YP and WIE program retention, raising membership by 26%. Organized successful social events for new VTS members and first-time attendees at VTCs.

These contributions reflect to drive results through strategic vision, operational agility, and a commitment to inclusivity—ensuring organizations achieve technical excellence while advancing their global and societal impact.
 

Statement: If elected to the VTS Board of Governors, I will champion a forward-thinking, inclusive, and collaborative vision for the Society.

My top priorities are:
 

  • Bridging Academia and Industry: Launch global hackathons and challenge-driven events that connect research with real-world mobility needs, fostering co-creation between academia, startups, and corporate stakeholders.

  • Expanding Global Participation: Deepen outreach in underrepresented regions—particularly South-East Asia, Africa, and Latin America—through grassroots mentorship programs, strengthened local chapters, and impactful events.

  • Empowering Members: Establish a structured mentorship initiative connecting seasoned professionals with early-career members, driving two-way learning, retention, and leadership development within the VTS community.

  • Advancing Ethical Innovation: Position VTS at the forefront of policy dialogue on emerging technologies. We will not only lead workshops on ethical AI and crisis-resilient mobility, but also actively engage in shaping global regulatory frameworks—providing feedback and technical insight to initiatives like the EU AI Act, U.S. Executive Orders, Japan’s AI policy landscape, and emerging efforts in Korea, Taiwan, and beyond.

By aligning VTS initiatives with real-world needs and societal imperatives, I aim to foster a community that drives technical excellence while shaping a secure, equitable, and sustainable future for mobility worldwide.

JOAO PEDRO F. TROVAO

Biography: Joao Pedro F. Trovao received his M.Sc. and Ph.D. degrees in Electrical Engineering from the University of Coimbra, Portugal, in 2004 and 2013, respectively. From 2000 to 2014, he held teaching and research roles at the Polytechnic Institute of Coimbra—ISEC. Since 2014, he has been with the University of Sherbrooke, Canada, where he is a Professor in Electrical and Computer Engineering and holds the Canada Research Chair in Efficient Electric Vehicles with Hybridized Energy Storage Systems. He is the Founding Director of the electric-Transport, Energy Storage and Conversion (e-TESC) Laboratory, leading research in electric mobility, hybrid energy storage, energy management, and advanced powertrain design.

Dr. Trovao has authored or co-authored over 245 journal and conference papers and leads numerous R&D initiatives with academic and industry partners. He has served as Principal Investigator on several funded projects and played key roles in international events, including General Chair of IEEE VPPC 2018 and Technical Program Chair for VPPC 2024. He also led the IEEE VTS Motor Vehicles Challenges in 2021 and 2022.

A Senior Member of IEEE VTS, he is a Senior Editor for IEEE Vehicular Technology Magazine and Guest Editor for special issues in IEEE Transactions on Vehicular Technology. His work has been recognized for advancing energy-efficient transportation systems, and he remains committed to mentoring early-career researchers and developing next-generation mobility solutions.

Qualifications

I have over 20 years of experience in electric mobility and energy systems and have been an active IEEE VTS contributor through leadership in conferences, publications, and technical challenges. I served as General Chair of IEEE VPPC 2018 and Technical Program Chair for VPPC 2024, as well as General Chair of the IEEE VTS Motor Vehicles Challenges in 2021 and 2022, helping advance innovation in electric vehicle technologies.

I currently serve as Senior Editor for IEEE Vehicular Technology Magazine and have been Guest Editor for leading VTS publications. As Canada Research Chair in Efficient Electric Vehicles, I lead the e-TESC Lab and have authored over 245 publications.

Major Accomplishments

Within IEEE VTS, I’ve had the opportunity to contribute meaningfully by helping organize the first two joint editions of VPPC and VTC-Fall, in 2018 and again in 2024. As General Chair of VPPC in 2018, I led the first-ever co-location of these two flagship conferences. This initiative brought together the transportation and wireless communication communities, encouraging stronger collaboration and attracting broad participation. My continued involvement in the 2024 edition helped build on this momentum, reinforcing the interdisciplinary links between the Society’s core areas and supporting VTS’s strategic development.

On the professional side, one of my most significant contributions has been the creation and leadership of the electric-Transport, Energy Storage and Conversion (e-TESC) Laboratory at the University of Sherbrooke, where I hold the Canada Research Chair in Efficient Electric Vehicles with Hybridized Energy Storage Systems. Since founding the lab, I’ve led a multidisciplinary team that includes 3 faculty members, 2 postdoctoral researchers, 8 PhD students, and 2 research assistants. Our work—fully funded through external grants—focuses on electric mobility, hybrid energy storage, energy management, and next-generation powertrains. The lab is known for its applied, collaborative approach and strong ties with both industry and academia.

To date, I’ve authored or co-authored more than 245 peer-reviewed publications and lead several national and international research projects in close partnership with academic institutions, companies, and public agencies.

Statement: I believe the IEEE Vehicular Technology Society plays a central role in advancing innovation and facilitating knowledge exchange in wireless communications, land transportation, and motor vehicles—the three pillars that define its technical scope. As these areas evolve rapidly, particularly with the growing importance of electric mobility, energy systems, and intelligent transportation, VTS must remain a leading platform for collaboration and forward-looking research.

If elected to the Board of Governors, I will work to strengthen the Society’s global presence by enhancing the quality and visibility of our conferences, journals, and standards initiatives. Ensuring our technical activities remain relevant, inclusive, and aligned with emerging challenges is essential to maintaining VTS’s leadership.

Supporting young professionals and early-career researchers is a key part of my vision. I will promote mentorship, networking, and development opportunities to help them grow and engage with the Society. These efforts are vital to cultivating the next generation of contributors and leaders.

Having served as General Chair and TPC Chair for flagship VTS events, Senior Editor of Vehicular Technology Magazine, and in other editorial and organizational roles, I bring experience and strong commitment. I look forward to continuing to serve VTS and contributing to its strategic growth and impact.

LIAN ZHAO

Biography: Professor Lian Zhao received her Ph.D. degree from University of Waterloo, Canada, in 2002. She joined the Department of ELCE at Toronto Metropolitan University (formerly Ryerson University), Canada, in 2003 and has been a professor since 2014. Her research interests include wireless communications, mobile edge computing and communications, IoV, AI for communications, etc.

She has been nominated as an IEEE Fellow in 2024, an IEEE VTS Distinguished Lecturer (DL) in 2022, and an IEEE ComSoc DL in 2020-2021; received the Best Land Transportation Paper Award from IEEE VTS in 2016 and 2024, Top 15 Editor Award in 2016 for IEEE Transactions on Vehicular Technology, Best Paper Award from the 2013 International Conference on Wireless Communications and Signal Processing (WCSP), and the Canada Foundation for Innovation (CFI) New Opportunity Research Award in 2005.

She has served as an Editor for IEEE Transactions on Wireless Communications, IEEE Internet of Things Journal, and IEEE Transactions on Vehicular Technology. She is serving as the TPC Chair for VTC2025-Fall. She served as a Co-Chair of Wireless Communication Symposium for IEEE Globecom 2025/2020 and IEEE ICC 2018; Finance Co-Chair for 2021 ICASSP; Local Arrangement Co-Chair for IEEE VTC Fall 2017 and IEEE Infocom 2014, and Co-Chair of Communication Theory Symposium for IEEE Globecom 2013; She founded IEEE Vehicular Technology Chapter and served as the founding Chair of IEEE Toronto Section since 2018. Qualifications

Prof. Lian Zhao is an exceptional researcher, highly respected within the professional community. Her research achievements are reflected in over 250 high-quality publications, primarily in IEEE transactions and leading conferences. She has twice received the IEEE VTS Best Land Transportation Paper Award, in 2016 and 2024, which recognizes the best paper on land transportation published in IEEE Transactions on Vehicular Technology (TVT) over the preceding four years. She has been nominated as an IEEE Fellow in 2024, a Distinguished Lecturer (DL) for IEEE ComSoc in 2019 and for VTS in 2022.

Lian has made outstanding contributions to professional service as a senior editor for IEEE Wireless Communications Letters (2024–present) and Associate Editor-in-Chief for ChinaCom (2023–present). She has also served as an editor for IEEE Transactions on Wireless Communications (2019–2025), IEEE Internet of Things Journal (2019–2025), and IEEE Transactions on Vehicular Technology (2013–2020). In addition to her editorial roles, Lian has contributed to multiple IEEE conference organization committees, holding positions such as General Chair, TPC Chair, Symposium Chair, Finance Chair, Workshop Chair, and Local Arrangements Chair. In recognition of her outstanding editorial work, she was awarded the Top 15 Editor Award from IEEE Transactions on Vehicular Technology in 2016.

Lian is the founder of the IEEE VTS Chapter of the Toronto Section and currently serves as its founding chair. She also chaired the Professional Development Committee of IEEE Canada in 2020. Her leadership has been recognized with the IEEE Outstanding Leadership Award in 2018 and the IEEE Outstanding New Leader Award in 2021, both from the IEEE Toronto Section.
 

A passionate advocate for the advancement of society, Lian is a successful and inspiring female researcher and leader. She is dedicated to attracting more individuals from underrepresented groups to join IEEE and pursue careers in engineering.

Major Accomplishments

Lian is the founding Chair of the Toronto VTS Chapter. For many years, the VTS and seven other societies operated under a joint chapter. In 2018, under Lian's initiative, the VTS Toronto Chapter became an independent chapter. Over the years, the VTS Chapter has actively hosted numerous in-person meetings, distinguished lectures, workshops, and conference support. These initiatives have provided members with valuable opportunities for networking, professional development, while also fostering greater membership development. In recognition of her leadership and the Chapter's success, Lian was honored with the "2021 Outstanding New Leader Award" by the IEEE Toronto Section. Since 2023, she has continued to play an integral role in the IEEE Toronto Section, organizing impactful events that have attracted new members and volunteers to join the leadership team.

Lian’s leadership extends beyond local initiatives, as she has played a key role in organizing several prominent IEEE conferences, including IEEE VTC, Globecom, ICC, PIMRC, and ICASSP. In these conferences, she has held a variety of positions, showcasing her ability to manage and coordinate complex events while ensuring their success and relevance. Her exceptional leadership has earned her prestigious roles, including General Chair for the CCECE in 2027 and TPC Chair for IEEE VTC 2025-Fall.

In addition to her organizational work, Lian has contributed significantly to academic publishing. She served as an Editor for the IEEE Transactions on Vehicular Technology (2013–2021), IEEE Transactions on Wireless Communications (2019–2025), and IEEE Internet of Things Journal (2019–2025). If elected, I will dedicate myself to serving VTS and advancing its vision by addressing the lifelong learning needs of its members, driving standards creation, disseminating new technologies, and fostering networking opportunities through the following initiatives:
